Your meter shows what you have used this month. Usage buys production: a re-run of a report you own, or a new analysis commissioned from scratch on your data. That is the only thing a plan changes.
A seat costs the same whether you buy one or twenty: $20 a month, with its own month of usage. Never a lock-in, and you can add or drop seats any month.

A plan is a standing allowance, refilled every month. A build costs the same at every depth on a plan: depth changes what we do, not what you pay.
